THE COLINGTON HARBOUR ASSOCIATION BOARD OF DIRECTORS MET IN REGULAR SESSION TUESDAY, JANUARY 15, 2007, WITH THE FOLLOWING BOARD MEMBERS PRESENT: PRESIDING CHAIRPERSON: STEPHANIE COLEMAN, PRESIDENT: FRANK HENDRICKS, VICE PRESIDENT: DON BRADY, SECRETARY/TREASURER: SHERRY SMALLEY AND BOARD MEMBER COREY MORRIS. ALSO PRESENT COMMUNITY MANAGER, CHRIS COX.

CHAIRPERSON: STEPHANIE COLEMAN ASKED FOR A MOMENT OF SILENCE.

CHAIRPERSON'S REMARKS: I'LL BE TAKING OVER AS CHAIRPERSON FOR KEN TILL THE ANNUAL MEETING. KEN TOOK OVER AS CHAIRPERSON WHEN FRAN JEFFERSON LEFT THE BOARD. HE FELT SOMEONE ELSE SHOULD BE CHAIRPERSON SINCE HE WAS GOING OFF THE BOARD IN JUNE.

PRESIDENT'S REMARKS: THANKS TO EVERYONE FOR COMING TONIGHT.

STEPHANIE: IF EVERYONE HAS READ LAST MONTHS MINUTES AND THERE ARE NO CORRECTIONS I NEED A MOTION TO ACCEPT THE MINUTES AS SUBMITTED. SHERRY: I WILL MAKE A MOTION TO ACCEPT THE MINUTES AS SUBMITTED. THE MOTION WAS SECONDED BY FRANK. A YES BY ALL.

MANAGER'S REPORT: COPY ATTACHED

CHRIS: I WAS TALKING WITH ONE OF MY NEIGHBORS AND SHE BROUGHT UP SOME COMMENTS/QUESTIONS I WOULD LIKE TO TALK ABOUT. SHE HAD READ IN THE HARBOUR NEWS THAT WE ARE REDOING SOME OF THE PIERS AT THE MARINA, WORKING ON THE BOAT RAMP, BUILDING A PIER FOR COLINGTON FIRE DEPT. AND PUTTING A BOARDWALK IN THE PARK. YET THE BOARD IS ASKING FOR A $75.00 INCREASE IN OUR ASSESSMENTS. I EXPLAINED TO MY NEIGHBOR WE HAVE 23 BOAT SLIPS THAT BRING IN ABOUT $14,000.00 A YEAR ON RENTAL FEES. THE PIERS SHOULD LAST AT LEAST 20 YEARS WITH A COST TO KEEP UP OF ABOUT $30,000.00. THE FEES WILL BRING IN ABOUT $280,000.00 THAT GOES INTO ASSOCIATION FUNDS TO RUN THE HARBOUR. THE COST OF REPAIRING THE PIERS DOES NOT COME OUT OF OUR ASSESSMENT IN FACT THE PIER INCOME HELPS US KEEP THE ASSESSMENTS DOWN. WE ARE DOING MINOR REPAIRS ON THE BOAT RAMP, ABOUT $4,500.00. EACH SUMMER THE ASSOCIATION BRINGS IN $1,500. PLUS ON LAUNCH FEES. AGAIN THE COST TO REPAIR THE BOAT RAMP IS NOT COMING OUT OF OUR ASSESSMENTS. THE BOARDWALK INTO THE PARK IS BEING PAID OUT OF FUNDS FROM HIGH COTTON AND THE ROCKFISH TOURNAMENT DONATIONS NOT OUR ASSESSMENTS. YOUR PRESENT AND PAST BOARDS AND MANAGERS HAVE DONE A GREAT JOB IN RUNNING THE HARBOUR FROM A FINANCIAL POINT OF VIEW. OUR BILLS ARE ALL BEING PAID AND OUR CAPITAL RESERVE ACCOUNTS ARE IN ORDER WITH NO SPECIAL ASSESSMENTS IN THE FOR-SEEABLE FUTURE. I KNOW WE DO NOT LIVE THERE WE LIVE HERE, BUT THE AVERAGE ASSESSMENT ON THE OUTER BANKS IS $2,300.00 A YEAR. WE HAVE ONE BUDGET ITEM THAT IS GIVING US A PROBLEM. THAT IS THE PAVING OF OUR ROADS. WHAT USE TO COST A YEAR HAS GONE FROM $85,000 TO OVER $200,000.00. I DO NOT THINK MANY OF US THOUGHT WE WOULD SEE OIL AT $100.00 A BARREL. THAT ONE BUDGET ITEM IS WHY THE BOARD IS ASKING FOR A $75.00 INCREASE IN OUR ASSESSMENTS. KEEP IN MIND IF THE VOTE WAS A YES TODAY THE INCREASE WOULD NOT BE IN NEXT YEARS BUDGET IT WOULD BE IN 2009/2010'S BUDGET.

STEPHANIE: BOARD MEMBER COMMENTS: BEFORE THIS MEETING THE BOARD HAD A WORK SHOP. WE TALKED ABOUT SOME OF THE THINGS WE NEED TO DO FOR THE CHILDREN IN THE NEIGHBORHOOD. HAVING SANTA VISIT THE CLUB HOUSE, A HAUNTED HOUSE IN THE PARK FOR HALLOWEEN AND SCOUT TROOPS IN THE COMMUNITY. THERE ARE MANY THINGS WE COULD BE DOING FOR OUR CHILDREN AND IT ALL STARTS WITH VOLUNTEERS. WE ARE PLANNING ON HAVING AN EASTER EGG HUNT THIS YEAR. ERIC MORRISON: I AM STILL CONCERNED ABOUT THE STREET LIGHT ON COLINGTON DRIVE. IT DOES NOT SEEM RIGHT. A OWNER CAN HAVE A STREET LIGHT PUT UP WITHOUT ANY CONCERN OR SAY SO FROM HIS NEIGHBORS. IT SEEMS TO ME WE SHOULD BE ABLE TO PUT A CLAUSE IN OUR COVENANTS THAT YOU MUST GET PERMISSION FROM YOUR NEIGHBORS BEFORE YOU HAVE A STREET LIGHT PUT IN.

CHRIS: I'LL TALK TO JIM SOLES, THE NEW REAL ESTATE AGENT, ABOUT HAVING THE LIGHT CUT OFF ON COLINGTON DRIVE.

FRAN JEFFERSON: I HAVE BEEN TOLD THAT SOMEONE IS LIVING IN THE HOUSE ON MANN COURT THAT BURNED DOWN.

CHRIS: I'LL LOOK INTO IT.

SCOTT SMALL: JUST WANTED TO INTRODUCE MYSELF.

CHRIS: SCOTT IS A NEW FATHER, CONGRATULATIONS TO SCOTT AND HIS WIFE MONICA, A BABY GIRL HER NAME IS ROXIE.
